Jay Wagner is the founder and director of Plexus. He has 30 years’ experience in sustainability and environmental and social (E&S) risk management in the energy, extractives and infrastructure sectors. He manages high profile assignments for developers, investors and development banks in Africa, Eurasia, Latin America and the Middle East.
He has expertise in the area of stakeholder engagement, due diligence, social investment, impact assessment, relations with Indigenous Peoples, lender safeguards, and training and capacity building.
He was senior social advisor to Tengizchevroil in Kazakhstan and has led major assignments including: the social acceptance of green hydrogen; labor influx and social risk for the World Bank and mining companies; social investment best practices for TotalEnergies; compliance with E&S safeguards for Bank-financed hydroelectric projects; social risk and land titling in South America; and ESIA oversight and the development of social management plans for energy and mining projects. He has also designed and delivered ESG training programmes for clients in China, Europe, the Middle East and Latin America.
Jay has a MSc. (with distinction) in Marine Resource Management from the London School of Economics and a B.A. in Political Science from the University of Iowa. He is bilingual in English and German, and speaks fluent French, Spanish and Norwegian.
