Debora is an expert in issue management, stakeholder analysis and engagement, process development, and training and capacity development. She has 30 years’ experience in issue management, stakeholder analysis and engagement, process development, and training and capacity building. As a manager with the Canadian Association of Petroleum Producers she led engagements with government and communities on oil and gas development in both the marine and onshore environments. She has been involved in social and environmental consulting in relation to fisheries and marine development issues in Atlantic Canada.

Debora has worked on issues related to oil and gas exploration and development. Debora worked for over 10 years for Chevron Corporation, in which capacity she led the development of a process to identify, rank and address regulatory issues and then deployed it throughout the company’s international operations. In Canada, she led an oil and gas industry initiative to improve safety performance and was recognized with an industry award for her leadership.

Debora also worked in Kazakhstan with Tengizchevroil where she directly supported the deployment of an issue management process, alongside managing stakeholder engagement, social investment plans and carrying out training and mentoring for Kazakh nationals. Debora’s project work has required, and further developed, her communications, facilitation and consensus building methodologies and approaches. As a manager with the Canadian Association of Petroleum Producers, Debora led engagements with government and communities on oil and gas development in both the marine and tertiary environments. She has been involved in extensive social and environmental consulting in relation to fisheries and marine development issues in Atlantic Canada. Debora is based in Canada and has a MSc. in Sea-Use Law, Economics and Policy from London School of Economics, London, and a BA in Economics from Dalhousie University, Canada.
