David has over 30 years of private and public sector experience managing ESG risk associated with major capital projects. He was Senior Advisor on ESG and Human Rights to Chevron (2017 – 2020), prior to which he was Deputy General Manager (GM) – Policy, Government and Public Affairs (PGPA) for Tengizchevroil in Kazakhstan (2012-2017) and Manager PGPA for Chevron Canada (2008-2012). Prior to this he was President of the Canada Energy Pipeline Association, Vice President of the Canadian Association of Petroleum Producers, Senior Advisor to the Minister of Natural Resources, Canada; and head of media operations for the Office of the Prime Minister of Canada.
As part of his role as senior advisor on ESG and Human Rights to Chevron, he spearheaded the first update of Chevron’s Human Rights Policy and associated processes, procedures, and guidelines, working with internal and external legal advisors and issue experts in analysing gaps and developing mitigation alternatives; devised and executed the company’s first Human Rights Defenders statement, based on input gathered from private sector, government, civil society, and external experts; and acted as expert lead on human rights engagements with institutional and socially responsible investors and raters / rankers.
He has expertise in Human Rights Policy, Human Rights Due Diligence and Impact Assessments, Social Risk Control and Assurance, Community, Indigenous Peoples, and Stakeholder Engagement, Investor Relations, External Communications, Media Relations and Crisis Communication. David is based in Calgary and holds a degree in Journalism and is finalising a MA in Human Rights from the University of London (2023).
