Stakeholder Engagement Plans – Trans Adriatic Pipeline
The Trans Adriatic Pipeline (TAP) is the European leg of the Southern Gas Corridor (SGC), a 3,500km gas pipeline transporting natural gas from the Shah Deniz II gas field in Azerbaijan to Southern Europe via Greece and Albania and across the Adriatic Sea to Southern Italy. The TAP section of the SGC is approximately 878 kilometres in length (Greece 478 km; Albania 209 km; offshore Adriatic Sea 105 km; Italy 5 km). The project was financed by a consortium of lenders, including EBRD.

Deliverables
TAP commissioned Plexus to prepare EBRD-compliant Stakeholder Engagement Plans (SEP) for the Albanian, Green and Italian sections of the project. In addition, in conformity with EBRD Performance Requirement 10, a corporate SEP was prepared. In addition, pre-construction site visits were carried out. Plexus also carried out a pre-construction project readiness review and gap analysis.
Outcomes
Plexus delivered actionable SEPs for the Albanian, Greek and Italian sections of the pipeline, alongside a corporate SEP. This involved a combination of document review, liaison with the lenders and interviews with TAP staff in Albania, Greece and Italy. This input and the pre-construction social risk review was instrumental in preparing the project for the construction phase.
