Social Performance Support – Future Growth Project

Tengizchevroil engaged Plexus from 2015 – 2018 to provide support on social performance and social risk management, as part of the third expansion of the Tengiz oil and gas project in Kazakhstan. Plexus was commissioned in particular to assist the Future Growth Project by preparing lender-compliant social management plans and building capacity in the areas of stakeholder engagement, social investment and social risk management.

Deliverables

Plexus prepared a lender-compliant Stakeholder Engagement Plan and prepared a social baseline study for the Rotational Village, the project’s giant worker camp. Plexus also provided ongoing support to Tengizchevroil on social performance and social risk management. Key deliverables included:

  • an IFC-compliant grievance mechanism;
  • a strategic review of Tengizchevroil’s social investment practices;
  • a participatory needs assessment;
  • a social risk review of worker accommodation.

Plexus also provided ongoing training, mentoring and capacity building to support Tengizchevroil in the areas of stakeholder engagement, social investment, grievance management and relations with Caspian fishers.

Outcomes

Plexus’ support helped to secure access to lender funding. Plexus also managed to build capacity in Tengizchevroil’s social performance team in the area of stakeholder engagement and social investment and acted as a liaison between the lenders and the project on social performance.
