Guidance Note – Vulnerable People

The EBRD’s Environmental and Social Policy (ESP) was updated in 2019. This update strengthened provisions related to vulnerable people. To further strengthen the approach to vulnerable people, EBRD commissioned Plexus to prepare a Guidance Note on vulnerable people.

Deliverables

The Guidance Note draws on the provisions integrated throughout several of EBRD’s Performance Requirements and aims to ensure that vulnerable people’s rights are respected and that any potential disproportionate impacts on them are avoided and mitigated. The Guidance Note is in the form of a succinct practitioner’s guide laying out a clear, step by step approach for applying provisions of the EBRD’s ESP relating to vulnerable people at the project level. It is aimed at EBRD Clients and consultants supporting them in assessing and management of E&S risks and is also relevant to affected people and NGOs.

Outcomes

The Guidance Note was approved in 2023 and is available on EBRD’s website. It provides practical guidance on vulnerable people and is intended as a guide allowing EBRD, its clients, consultants and other stakeholders to learn from good practice in order to achieve compliance with the EBRD ESP.
